You're right - the first version of NT was 3.1. It was named to correspond to the current version of DOS-based Windows at the time, Windows 3.1.
How to count to 10: 1, 2, 3, 3.1, NT 3.1, NT 3.5, NT 3.51, 95, NT 4, 98, 98 SE, 2000, ME, XP, Vista, 7, 8, 8.1, 10
