I’ve heard a theory that codenames like Chicago (Win 95), Nashville (cancelled Win 96) and Memphis (Win 98) were all answers to the “Where Do You Want To Go Today?” ad campaign. It would certainly fit in the theme of cities (although Cairo is far away from the American cities*) and it’s from the same time period, so it seems reasonable to extend the theory to Win NT4.

*Side-note; Cairo may be a long distance from the US, but the City of Memphis, Tennessee is named after the ancient Egyptian capital, also called Memphis!

Correct me if I'm wrong but wasn't Cairo initially conceived way before Microsoft used the American town naming scheme? I seem to remember hearing that it was announced ~early 1990, meaning that we should be making more comparison to other codenames from that time like Sparta or Winball (which are both equally as confusing as Cairo is).

Ahhh, you would be correct.

Cairo was first announced at the 1991 PDC, so it likely doesn’t have anything to do with the American cities codenaming scheme.
